Morrisroe Group has secured a place on Pagabo’s £4.29bn National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, opening a valuable route to major public sector opportunities across the UK.
Pagabo’s largest infrastructure procurement offering to date spans four years and 13 lots. Morrisroe Group is among 111 appointed suppliers alongside established industry names including Balfour Beatty, Costain, GRAHAM, Kier, M Group, Rhodar and Volker Fitzpatrick.
Greater visibility of the forward pipeline will help our demolition and enabling teams to engage earlier, plan resources with greater confidence and bring their specialist expertise to a broader range of projects.
The framework will be available to organisations across central and local government, the NHS, blue light services, housing and education. It offers public sector bodies and private organisations a compliant route to appointed contractors, supporting high-quality delivery and value-for-money outcomes.
Bringing together Pagabo’s previous civil engineering and infrastructure, demolition and land preparation offerings, the framework covers opportunities ranging from roads and rail schemes to energy infrastructure, brownfield regeneration and the early works needed to unlock complex developments.
Morrisroe Group’s appointment reflects the quality, capability and collaborative approach expected of framework suppliers. For clients, it provides a compliant route to our specialist delivery expertise while supporting competition, transparency and positive social value in the communities where projects are delivered.
Pagabo’s digital-first model will also give appointed suppliers access to Pagabo+, a central environment for managing new opportunities and call-off activity, while monitoring performance, reporting and compliance assurance. Bringing these processes together in one place will help our teams respond more efficiently, maintain oversight and remain delivery-ready throughout the framework.
The framework is one of a series being brought to market in 2026 through Pagabo and YPO’s ten-year strategic delivery partnership. YPO acts as the centralised procurement authority, with Pagabo responsible for the framework’s design, delivery and ongoing management.
Commenting on the launch of the framework, David Llewellyn, Construction and Infrastructure Director at Pagabo, said:
“The launch of the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 marks an important step in providing public sector organisations with access to a broad range of specialist expertise and delivery capability. The range of suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK. Through the procurement support that Pagabo provides and the ambition proven by the appointed suppliers, the infrastructure sector is in safe hands.”
Paul Cluskey, Morrisroe Group Special Projects and Demolition Services lead commented:
"We look forward to working with Pagabo, YPO, framework clients and project partners to pursue this visible pipeline of opportunities and deliver safe, high-quality demolition and enabling works across the UK."
Brian Morrisroe, CEO, Morrisroe Group commented:
"Our appointment to this framework is an important step in Morrisroe Group’s business development strategy. It gives us greater visibility of a substantial national pipeline and creates new opportunities for our demolition and enabling teams to contribute their specialist expertise at the earliest stages of complex projects. We look forward to building strong partnerships through the framework and delivering safe, sustainable and high-quality outcomes for clients and communities across the UK."
